BELOW ARE 2 SETS OF PICTURES OF THE SAME DIAMONDS. THE FIRST SET IS UNDER AN ULTRAVIOLET LIGHT. YOU CAN SEE THE ONE ON THE LEFT TURNED BLUE, THE ONE ON THE RIGHT DID NOT DO ANYTHING. NOW, LOOK AT THE 2 DIAMONDS IN THE BOTTOM PICTURE, THAT IS BOTH STONES AT NORMAL VIEW. CAN YOU SEE A DIFFERENCE BETWEEN THE 2 STONES? THEY ARE BOTH JUST AS BRILLIANT AS EACH OTHER. THE POINT IS THAT THE DIAMOND WITH STRONG BLUE FLUORESCENCE DOESN’T LOOK ANY DIFFERENT THAN A DIAMOND WITH NO FLUOR. AT NORMAL LIGHT AND IT DOES NOT HAVE TO EFFECT A DIAMONDS BRILLIANCE. EACH STONE IS DIFFERENT BUT THERE IS NO RULE THAT JUST BECAUSE A DIAMOND HAS FLUORESCENCE IT IS NOT AS BRILLIANT AS ONE WITHOUT.

As you can read from this article, unless you get a strong blue fluorescence, it is not really a factor at all in determing the quality of a diamond.
